the useful idea is the separation between the agent that proposes and the agent that assesses. a system that only proposes always sounds confident, because a fluent argument for a trade and a good trade come out of the same machinery. giving risk assessment its own step, with its own context and no stake in the proposal, is a cheap correction for that.
